It seems to me that these "depends on" rules are only used for detecting
variable initializer cycles (XQST0054/XQST0107)? If this is correct, I don't
see why referencing/creating function items need to cause these errors.
However, possibly these rules should additionally take into account dynamic
function invocation.
e.g. add a bullet something like:
- E is a dynamic function invocation of F
