The spec says:
"In particular, it is implementation-defined whether DTD validation is invoked,
and it is implementation-defined whether an XML 1.0 or XML 1.1 parser is used."
If DTD validation is invoked but validation fails, what error should be raised?
It would be nice if the error code wasn't implementation defined. I'd hope it
was [err:FODC0006].
