The candidate recommendation does not explicitly state now URILiteral values
(used in thesaurus and stop word options) should be resolved if they are
relative URIs.
I presume that relative URIs are resolved against the base URI in the static
context.
Compare with XQuery's description of the resolving collation URIs in FLWOR
expressions.
"If an orderspec specifies a collation by a relative URI, that relative URI is
resolved to an absolute URI using the base URI in the static context."
