In XML Query/XSL WG Joint Teleconference #449, we agreed to resolve this as
follows (text from the minutes):

    RESOLVED: We'll define "absent", that absent refers to the state
    of a property that has no value, and will mention that we use this
    particularly with respect to namepace URIs. And that we replace
    uses of "null", "empty", or "none" wrt namespace URIs with
    "absent".

The definition is in the Data Model. Cross spec references are used to refer to
it in XQuery / XPath.
