The fn-element-with-id tests cover some cases for fn:id that are not tested
elsewhere; specifically the cases that differ from the fn:element-with-id
function.
However, if an implementation does not have the fn-element-with-id function,
then these cases are not tested. Perhaps it would be worth seperating out the
fn:id parts of the test into different test cases.
