^ should not be allowed by XmlCharIncDash

Because it is now allowed, "[^a]" can be interpreted as a posCharGroup.

charClassExpr -> '[' charGroup ']' 
  ->  '[' posCharGroup ']' 
  ->  '[' charRange charRange ']' 
  ->  '[' XmlCharIncDash XmlCharIncDash ']' 
  ->  '[' '^' 'a' ']'
