[Bug 5342] parse error in fn-doc-26

When I execute fn-doc-26 and try to parse HighUnicode2.xml, I receive the
following error:

[Fatal Error] :2:1: The markup declarations contained or pointed to
by the document type declaration must be well-formed.

I'm not used to dealing with UTF-16 documents, and so I'm not able to localize
the problem.
