Michael,
Thank you for your comment. In a meeting on 12/12/2006, the Query Working Group
accepted your suggestion and agreed to clarify the rules that prevent multiple
bindings of a namespace prefix within a module. The clarification will be
completed before the XQuery specification becomes a W3C Recommendation.
