On Sept. 19, the XSL and XML Query WGs agreed to resolved this bug report by
making the suggested change to the second paragraph of fn:collection. This
paragraph will now read:
"If the $arg is a relative xs:anyURI, it is resolved against the value of the
base-URI property from the static context. If $arg is not a valid xs:anyURI, an
error is raised [err:FODC0004]."
