It doesn't matter a great deal whether LREs are classified as instructions or not, so long as we're consistent - it's already clear that they aren't matched by element-available(). In 2.7, the phrase "by providing new XSLT instructions" is wrong, since we use "XSLT instructions" elsewhere to mean "instructions in the XSLT namespace". I'll come back to this in due course.
