State XMLSPACE_DECL says:

expected to support "declare xmlspace". QNames can not occur in this state.
</quote>

I guess it needs s/XMLSPACE_DECL/BOUNDARYSPACE_DECL/ and s/declare
xmlspace/declare boundary-space/
