Mike,
The Query and XSLT working group considered your comment on April 25, 2006 and
agreed to include the second paragraph (about multiple errors) in the language
documents as you suggested. The first paragraph (about static vs. dynamic
phases) was not accepted because it conflicts with an existing specification.
Since you were present during this discussion, I have marked this comment as
