As such it is the only document in the XSLT2/XPath2/Xquery collection that has such a normative dependency on XSLT1. It would be more natural to make this an XSLT2 stylesheet. Apart from document collection consistency, this would mean that you could improve the stylesheet with more schema awareness (although see other comments on use of QName valued attributes) or just simple cleanup using extra xslt2 functionality.
