What I read in 10.4.15.1 (4 April 2005 edition) is:
10.4.15.1 Examples
Assume that the dynamic context provides an implicit timezone value of -05:00.
* op:time-greater-than(xs:time("08:00:00+09:00"), xs:time("17:00:00-06:00"))
returns false.
You seem to be looking at 10.4.14.1.
