5.7 Ordering Mode Declaration
5.8 Empty Order Declaration
5.9 Copy-Namespaces Declaration

    These are all missing SCP and DCP sections. Even if the declarations
    have no effect on the static/dynamic environment, you still need 
    rules to "pass the environment along", otherwise the inference for the
    PrologDeclList would grind to a halt.
