It would be good to have a non-terminal/pattern for this.
Note that it differs from the signatures of statEnv.funcType
in that it doen't include a return type.

Changes from plural to singular.
Maybe change "and" to "The corresponding initial dynamic environment"
"Variables with the "fs" prefix are reserved"
This suggests that the 'fs' prefix is reserved, which I imagine is not
the case.
