[XQuery] Namespace for xmlns

In the "computed attribute constructors" section, there is this sentence

"A dynamic error [err:XQ0044] is raised if the URI part of the resulting 
QName is http://www.w3.org/TR/REC-xml-names (corresponding to namespace 
prefix xmlns) or if the resulting QName is in no namespace and has local 
name xmlns."

The reported URI is the web address where the XML Namespace can be 
downloaded, but the URI for the xmlns namespace is 
http://www.w3.org/2000/xmlns/ (as defined in the errata 
http://www.w3.org/XML/xml-names-19990114-errata NE05)
