One of the consequences of adopting the 'triples'  proposal http://lists.w3.org/Archives/Member/w3c-xml-query-wg/2004Jun/0090.html  is that QNames as well as NOTATION can be cast to xs:string and vice-versa.
Thus, the situation in the F&O is clear and resolved.  The status in the XQuery/Xpath documents may need to be
chacked and updated.
