[With apologies that these comments are coming in after the end of the Last Call comment period.] Section 11.2 The last paragraph of this section states, in part, "Implementations MAY make use of the prefix of the lexical QName. . . ." It would be preferable to strongly encourage this with the word SHOULD, rather than MAY.
