[With apologies that these comments are coming in after the end of the Last Call comment period.] Section 2.5 The penultimate paragraph states that "On entry to a stylesheet function, a new empty evaluation context is established." Use of the word "empty" is potentially confusing - there are things in this new evaluation context.
