SECTION 2.2.1 : Prefix Bindings

fn:  is bound to
http://www.w3.org/2003/05/xpath-functions
It should be
http://www.w3.org/2003/11/xpath-functions 
as defined in the XQuery 1.0 language spec.

In general, it is better to refer these common prefix bindings
to XQuery 1.0 language spec.
