The example

fn:get-hours-from-time(fn:adjust-time-to-timezone(xs:time("01:23:00+05: 
00"), xdt:dayTimeDuration("PT0H")))

should return fn:get-hours-from-time(xs:time("20:23:00Z")) = 20.
