ORA-start Last Call Comments

This note marks the start of Oracle's Last Call comments for this round 
of XQuery and XPath specs.
The comments come from the Oracle team, regardless of the source address.
The subject line will be of the form ORA-XX-NNN-Y, where:
- XX signifies the document
- NNN signifies the comment number, according to an internal-to-Oracle 
numbering scheme
- Y signifies Oracle's classification of the comment as Editorial, 
Clarification, or Bug

The comments will be posted over the next few days.
There will be an ORA-end note posted at the end.
