Technical [L] [Section 4.1] Given that XML 1.1 is not a recommendation, we believe that the serialization specification should give guidance to users and implementers about serializing as 1.0 or 1.1. We believe this section (4.1) is a good start, but needs more details about how serializers should deal with characters in the range x00 to x1F (ref http://www.w3.org/TR/2004/REC-xml11-20040204/#sec-xml11).
