Thank you for your comments on fn:base-uri in http://lists.w3.org/Archives/Public/public-qt-comments/2004Feb/1143.html

On 8/23/2004 the Joint WGs agreed to your suggestions and approved the following changes:

1. Add a new function called fn:static-base-uri that returns the base-uri from the static context.
2. Change the no argument version of base-uri to return the base-uri for the context node.

I trust this is satisfactory.
