I disagree (as a user) with this one, I don't see why an mid should point to replying to the message. Your original suggestion also has implementation issues, because there is no reason to believe that an m-id is indeed stored at the W3C. All that said... qa-dev has nothing to do with the development of hypermail (which I'm sure you know is developed as open source at hypermail.org) nor with the development of w3c patches for hypermail.
