New link checker release?

Hello,

Not much has happened with the link checker since 4.2.1, but I just
peeked into the list of changes and I suppose it would be nice to put
out a refresh release containing the various accumulated minor things.

Changelog since 4.2.1 (without the parallel user agent changes which
were added and reverted) is attached, and NEWS in CVS is up to date.

Thoughts?  I'm thinking about releasing it roughly at the same time as
the upcoming validator 0.7.x maintenance release is out.
