http://www.debian.org/distrib/packages#search_contents
tells me it's in automake (or automake1.4 or automake 1.5)
... and now installed

qa:~# whereis aclocal
aclocal: /usr/bin/aclocal /usr/share/aclocal 
/usr/share/man/man1/aclocal.1.gz
