Argh! Right. I'd forgot about that...
We do need to figure out some way to make -R work on Win32 for the Validator
to be able to work there. I see no way that we can justify running a CGI
without -R, particularly on Win32 where all too many users run as local Admin.
Do I take you looked at the relevant code and found it too `nix-centric to
modify to support Win32?
