Hi Jeff, this topic needs discussion in PBG as well as EPUB 3 CG.
The process followed till now is that a task force puts together 
recommendations and PBG and EPUB 3 CG makes decisions.

A related topic is Rec track for EPUB 3.2 or the successor specifications.
