Initial version of a Publishing Maintenance WG Charter

Dear all,

I have prepared an initial version for a Publishing Maintenance WG Charter:

Maybe we can have a discussion about it on our next SC call (this week Friday?) and then announce it for a short review period on the two relevant Working Groups before the charter is "officially" submitted to the relevant W3C process (which means, of course, that the SC or the WGs can continuously comment on the proposal later, too).
