I was not aware of the hard stop in 2020…that does indeed impact things since I do agree with you that we need a good amount of time for actual implementations in CR. Does W3C not allow for extensions to charters/projects? Leonard, I find your arguments compelling. That being said, we should also balance with the fact that that we will have a hard stop in July 2020, and we may need quite a lot of time for a proper CR phase (ie, implementations). Starting the CR phase later might be a problem. I am less worried about the FPWD. *If* we indeed go with the idea (discussed in Toronto) that EPUB4 would pick up the packaging format of EPUB3, then the EPUB4 document might be fairly simple, because we would probably just refer to existing standards for the bulk of the packaging part. Also: many implementations of WP might be, in fact, EPUB4 implementations, insofar as they would work through the (un)packaging to then implement WP (that would be the case for 'traditional' Reading Systems).
