If it's a publication that a publisher has complete control over, then
that's not an issue. You could "tag" releases however we decide to handle
this in the manifest (IMO, a timestamp could work), and with full control
over everything this can be bumped whenever a resource is updated.

But outside of traditional publishing, there are other types of
publications that could be updated on a more regular basis, with less
control over such things. I don't think we want to get in the way of such
publications, especially since it'll be very difficult to find a technical
solution to restrict anything regarding updates.
