Moving issues from publ-wg to wpub

Hi,

We've agreed to have separate repositories for the various specifications
to be produced by the Publishing Working Group. So I'm in the process of
moving the open issues in github.com/w3c/publ-wg to the github.com/w3c/wpub
repo.

I'm sorry for the confusion I've caused.
