[PROV-N] RFC 6657 on Update to MIME regarding "charset" Parameter Handling in Textual Media Types

So here's the clarification about that change to the charset rules, as they 
affect PROV-N media type registration.

It appears that either previously mentioned option is OK, with a very slight 
preference for senders MUST include a charset=UTF-8 parameter.

I think you meant the "charset" parameter.

For backward compatibility with RFC 2045 it would be better to require
explicit 'charset="utf-8"', but not allowing the charset parameter and
saying that the payload for your text/foo media type is always in UTF-8
is fine.
