Importantly it enables people to continue to access web sites without having to provide directly-identifiable personal information, which is one of the only alternate methods people can rely upon to have consistent experiences across different web properties.

Using legal, economic and engineering disciplines the group adopted a privacy-by-design approach to propose a decentralized and auditable supply chain that people can trust.

In the absence of other cross domain state mechanisms, SWAN initially stores data across multiple rotating domains in cookies. I see from GitHub that this has attracted the attention of this group under the bounce tracking issue.

SWAN.community would appreciate the opportunity to explain our approach and intentions to this group. We would also appreciate feedback from this group, particularly in relation to the use of legal remedies to protect people's important privacy rights.

Whilst the initial proposal does not require a new web standard and therefore does not appear to meet the requirements of a proposal to this group or the W3C, we intend to present a HTTP layer cross domain state mechanism only accessible to parties bound by a specific legal contract in due course.
