The title is the most copied bit of text in a document. POWDER: Use Cases and Requirements doesn't suggest that I want to read it unless I already know what POWDER is. I see in the abstract: Protocol for Web Description Resources (POWDER). I suggest promoting that to the title. for ref http://www.w3.org/TR/2007/NOTE-powder-use-cases-20070525/ http://www.w3.org/TR/powder-use-cases/ -- Dan Connolly, W3C http://www.w3.org/People/Connolly/
