Re: [pointerevents] Making PointerEvents a living standard after v3? (#471)

The conclusion was to continue as-is: the Group works on the tip (currenlty Level 4) and, once a year, wonder if it's worth freezing/committing to a subset of stable features. Only freeze features that have at least 2 implementers committed to implement. WPT contains all of the tests for pointer events, independently of the levels.
