Re: [pointerevents] Making PointerEvents a living standard after v3? (#471)

one update here: a few groups, more prominently the Web Applications Working Group, have moved away from Living Recommendations because of the complexity of editing documents with a mixed of normative parts, candidate changes, and proposed changes (not supported in respec nor bikeshed). Without it, this leaves 2 choices: full REC-track (like we've been doing so far), or stay in Living Candidate Recommendations (no expectation on actual implementations, testing, or issue closure).
