Points to discuss (carried over from last time, with a few tiny tweaks 
since you might have last looked at them):

- Reword/expand touch-action definition

- Major refactoring: refer to "direct manipulation" rather than "touch"

(this is admittedly a bit awkward...but can't see a much better way 
around this if we do want to make touch-action normative even for 
"stylus that scrolls" type behaviour on touchscreen devices)

As a reminder, at the last meeting we also discussed this 
https://github.com/w3c/pointerevents/pull/351 which was then merged. 
Note Philippe's comment about our/my IPR concerns around gestures, and 
that we're still on the safe side since we're not actually trying to 
standardise/spec gestures themselves

this may be relevant to keep in mind when reviewing the above PRs (and 
to decide which side of the thin line we fall here).
