Security/Privacy section for the spec

I naively thought adding the security/privacy section (due to the ReSpec 
warning https://github.com/w3c/pointerevents/issues/183) would have been 
a fairly straightforward affair. It seems I've been a bit too optimistic 
- see https://github.com/w3c/pointerevents/pull/193

Any help/suggestions here would be appreciated, as it's probably going 
outside of my comfort zone.
