No PEWG call on August 12; Open Actions ...

Hi All,

I don't think we have sufficient topics to justify a call on August 12 
so we won't have a call that day, although (as is the case most `work` 
days), I'll be in #pointerevents if anyone wants to `chat`.

Currently, we have no open spec bugs, however, there are several testing 
related open actions, in particular:

* Action-116: Review pr 1121; Doug;

* Action-117: Make a call for a volunteer to create a test for ta 11.3;

* Action-119; Review the test for 15.20 when it is available and let us
