My simple key question (again): what are the rules for generating the state
Active or Not Active - as the IM does not use this term ("active" occurs
only a single time in a quite different context) and there are no rules for
setting this state in the IM document.
And: as Simon's note on Example 20 shows there are different views on what
makes an Obligation Active or Not Active. Further: if the refinement of an
action has no impact on the Active-state of a Rule then also the Examples
14, 15, 21 and 22 should be changed, not only 20.
As I'll talk to IPTC people about the new ODRL this week and they may look
at the W3C pages of it and as we intend to present a software which could
deliver the results of the Evaluator page I would be very happy about an
answer to my question.
