Decision Making process

Dear WG, as we saw in the last minutes [1], some resolutions were made (and un-made).

Our Charter [2] in Section 7 outlines the Decision Policy (in relation to W3C Process).

A important note is that all resolutions are "provisional until 5 working days after the publication of the resolution in draft minutes sent to the group's mailing list"
