Are there other UCs you would like us to consider, apart from [1]?
We found that ODRL can satisfy your UC (as long as you add an Action to the Duty).

We considered the comment "ODRL seems quite unfit with expressing general constraints on values in RDF graphs”
but thought that this was not an ODRL issue, more of an RDF validation issue.

Which ODRL does support, as long as your intention is to have different targets.

For your other UC [2], the WG did not feel comfortable defining the URI for “educational use”.
