Re @simonstey The ODRL Processor having evaluated the Duty has to draw its conclusions from the Duty's state Fulfilled or Not-Fulfilled. E.g. if the Duty is a duty of a Permission and the result is Not-Fulfilled then the Permission's state cannot be Allowed anymore.
