https://www.w3.org/TR/rdf11-concepts/#dfn-namespace-iri talks about IRIs used for namespaces - and does not explicitly require # or / at the end in this section. But all the namespace IRIs used in the RDF 1.1 documents use one of them and also the majority of Turtle or JSON-LD W3C documents, this is setting a strong message at least.
