Well, the #constraint-relations section shows <constraint>s as children of policy, but the definition of <policy> (below 5.1) does not list constraint as supported element. And the XML encoding definitely needs a mapping from the Information Model to the encoding. What are <asset> and <party> elements at the policy level good for?
