I do see the point in @riannella's [comment](https://github.com/w3c/poe/issues/187#issuecomment-306967515) about universities forbidding students and staff to access porn. But I also say that without the permission to use the ICT infrastructure in the first place, that prohibition doesn't make much sense... But I could imagine a general prohibition to e. g. use the ICT infrastructure or to access the campus if you're not staff or student. So yes, I'm stepping back from my [previous comment](https://github.com/w3c/poe/issues/187#issuecomment-305917001) and suggest the following wording: An ODRL Policy of type Agreement: * MUST include at least one Permission or Prohibition * MUST include at least one Party with assigner functional role in the same Permission or Prohibition * MUST include at least one Party with assignee functional role in the same Permission or Prohibition -- GitHub Notification of comment by larsgsvensson Please view or discuss this issue at https://github.com/w3c/poe/issues/187#issuecomment-307049082 using your GitHub account
