Our charter says we are not to get into jurisdictional aspects (like copyright law). We only _recommend_ the use of dc:coverage to indicate "the jurisdiction under which the Policy is relevant". Parties will use the fact that there is copyright law in their jurisdiction to enable them to assert ODRL Policy Agreements. (In fact, these agreements would probably be covered by that jurisdiction's contract laws) - but this not are area for us to deal with, lucky us.
